The project integrates urban planning and architectural aspects with functionality and constructional simplicity, in order to keep building costs under control while ensuring good urban quality and a sober recognizability of the complex. The orderly and regular distribution of the interior spaces allows for a certain flexibility in the layout of the rooms, which can be progressively adapted to the changing needs of the staff. The safety of the building is intrinsically linked to the spatial layout, which is characterized by its potential full accessibility to the public, while at the same time ensuring complete separation of technical and operational activities from the surrounding suburban context.
